Definitions

Workplace Skills Plan (WSP)

Workplace Skills Plan is the plan/projection compiled by the company of what the training priorities are and what learning programmes will be implemented and who the beneficiaries of the training will be. The WSP always runs from the current skills development year to next year(e.g. April 2011-Mar 2012).

Annual Training Report
Annual Training Report is a report compiled by the company on what training has already been implemented and who the beneficiaries are; on which learning programmes and on what the cost of those amounted to. The ATR always runs from the previous skills development year until current(e.g. April 2010-Mar 2011).

SETA
Sector Education and Training Authority: This body is accountable for all training in each specific industry and is responsible for the disbursement of grants to employers(Mandatory & Discretionary Grants).

SDL (Skills Development Levy)
Statutory Cost payable by most employers for each employee on their payroll. The SDL is usually 1% of payroll payable to SARS.

SDF (Skills Development Facilitator)
Is a person appointed in an organisation  to ensure that there is a learning culture in the organisation as well as the identifying the correct training interventions for staff to follow in their quest to improve their work and individual performance.

Training Committee
A committee of employee representatives & management who meet regularly to consult about training & development issues; what the company is doing to address training needs and skills gaps; to discuss the scarce & critical skills existing in the company & the training priorities that will help to address these areas; lastly also to discuss the involvement of all stakeholders in the drafting of the Workplace Skills Plans & Annual Training reports.

Mandatory Grant
Grant payable to an employer who has nominated an SDF and who has submitted an accurate WSP/ATR timeously. Based on whether the company has implemented the planned training-the company will then be able to access these Mandatory grants.

Discretionary Grants

Grants which up-to-date-levy paying companies who have been submitting and implementing their WSP/ATRs are able to access at the discretion of the SETA they belong to. These grants are specifically applied to fund learning programmes such as learnerships and other funded skills programmes run by the SETA.
